Big ambition, small steps. The essence of the approach is that a large-scale and complex implementation was broken down into small waves. The first waves had to deliver demonstrable results before the project could be scaled up. This created a driving force for implementation and innovation. The real breakthrough was due to the careful selection of the slaughterhouses where food safety risks were highest. Success where it is least expected acts as an accelerator for the rest.
Leiden University independently measured the results. The results are significant and sustainable. The approach serves as a “showcase” for large-scale and sustainable renewal in the Public sector.
