Study on the Effectiveness of Public Organizations
How effective are public organizations at executing their strategies? What challenges do they face? And how can they improve their effectiveness? Turner conducted a study on this topic among 50 managers and executives from 40 public organizations, including both national agencies and municipalities. The title? “CHOOSE as the Key”
'CHOICE AS THE KEY'
Public organizations are firmly in the political spotlight this year. There is significant pressure on them to better meet society’s expectations. How effective are public organizations in executing their strategies? What challenges do they face? And how can they increase their effectiveness? Turner conducted a study on this topic among 50 managers and executives from 40 public organizations, including both federal agencies and municipalities.

Research on Public Organizations
We conducted research through surveys, in-depth interviews, and roundtable discussions. What did we find? Public organizations are working to make their services more tailored and more human-centered. Chain collaboration and greater organizational agility are high on the change agenda for this purpose. Due to COVID-19 and the political attention it has received, there is now momentum to move forward.
Signals Turn Green
Most organizations have the conditions necessary for change: the foundation is largely in place, there is a sense of urgency to change, and the strategy is usually clear. Change initiatives effectively engage stakeholders and set clear objectives. So, all signs seem to be pointing in the right direction.
Lack of decisiveness
Nevertheless, public organizations lack the capacity to implement change successfully. Most organizations have too many change initiatives underway at the same time, which hinders their execution. Only 16% believe they choose change initiatives effectively. Furthermore, changes often get stuck at the stage of a single successful pilot. The majority (58%) lack the capacity to scale up changes. For 52%, securing the change in daily operations is also not going well enough. For the majority of initiatives, changes therefore get stuck “at the operational level.”
CHOOSE!
In the study, we make recommendations for greater ability to execute. The most important one is: CHOOSE! Choosing is difficult, especially for public organizations that are in the public spotlight. Yet choices are necessary to prevent organized disappointment.
