The Risk of Fraud from a Different Perspective: “By providing guidelines, you create freedom”
Fraud risk management is not limited to tightening procedures; it also revolves around corporate culture and human behavior. Healthcare providers Florence and Humanitas commissioned a study to assess the effectiveness of their fraud risk management. The result is a unique insight into the susceptibility of these healthcare organizations to fraud.
The collaboration between the two healthcare providers and the management consulting firm Turner Strategy = Execution and Verstegen Accountants in the area of fraud risk management began two years ago with a request for a proposal. Tjerk Overduin, Florence’s chief financial officer, asked Turner Strategy Execution and Verstegen Accountants to take on this project. He noted that, although the company’s key procedures were well established, there was a need for proactive measures in line with the new regulations and for greater awareness regarding fraud.
Anouk Scholte of Turner was closely involved in the implementation and emphasizes the unique aspect of their collaborative approach: in addition to the focus on numbers and processes (the “hard” side), there was a strong emphasis on behavioral aspects (the “soft” side). By organizing workshops with employees, the team not only gathered information but also raised awareness about corporate culture and intrinsic motivation. As a result, the analysis yielded in-depth insights, and work on the solution was already underway during the research phase.
The end result? The combination of quantitative analyses and a focus on corporate culture yielded surprising insights. Employees indicated that they needed clearer rules of conduct, which led to an open dialogue within the organizations. These discussions raised awareness about fraud and brought different departments closer together.
In addition, this approach ensured that the organizations began implementing solutions even while the investigation was still underway, which fostered a culture of continuous improvement. Both Florence and Humanitas recognized the value of this approach and have since placed greater emphasis on integrating hard and soft controls to better manage fraud. The collaboration has led to increased vigilance and better preparation for future challenges related to fraud risks.
